UARCs Overview
UARCs

University Affiliated Research Centers (UARCs) are nonprofit research organizations aligned with the DoW to advance critical technology and engineering capabilities.
These organizations provide enduring research, development, and engineering core capabilities; maintain long-term strategic partnerships with their DoW sponsors; and operate in the public interest, free from real or perceived conflicts of interest. Their access to the educational expertise and research resources of their affiliated universities strengthens their ability to address sponsor needs and support national security objectives.
University-affiliated laboratories have supported U.S. Navy research and development since 1942, beginning with the establishment of the Applied Physics Laboratory (APL) at Johns Hopkins University. The newest UARC is the Research Institute for Tactical Autonomy (RITA) at Howard University established in 2023; an Air Force-funded initiative focused on autonomous systems, AI, and national security research with a mission to bridge theory and real-world applications in multi-domain operations.
